Is the visitors center at Green Bank closed?

The visitors center was closed, I’m assuming because of Covid, but we walked out on the observation deck to take pictures. The main dish is HUGE. It’s in the WV radio quiet zone, so no cell reception or wifi or radio allowed. Phones will not gave service.
