The DVD standards regarding the video qualities, were made before the idea of 1080p images was present or even thought of. Hence the standard video quality that most DVDs have is 480p. Now 1080p means the quality of the image or video that the DVD provides. 1080p is just a collection of high-definition modes of videos.
