This character will become available after unlocking all other playable Story Mode characters. Once you have unlocked all the characters except for Ranmaru Mori and Okuni, you will get this.
How to get Nobunaga Oda?
To unlock Nobunaga, the player must first unlock Oichi by completing Fūma Kotarō and Maeda Keiji’s story line. Then, finish either her red or blue path to unlock her Green Route (alternative route). Follow the Green route, in the end of the route the player will have the Siege of Karasu Castle mission.
How do you get the fourth weapon in Samurai Warriors 2?
Please note that fourth weapons must be obtained on Hard 難しい difficulty and that you must have finished that character’s Musou Mode first, not including their Gaiden. Weapons need to be earned in Musou Mode, not in Free Mode; you can still use 2P to fulfill the conditions.

When you reach the Siege of Karasu Castle stage, follow Tenkai. Defeat him and you will unlock the Incident at Honno-ji stage, which you can now play through as any available character. Next, replay Magoichi Saika and fight Oichi, once she appears near the end.
