What is Part 147 training?
Part 147 Maintenance Training Organisation Approval is the European standard fort the approval of maintenance training organisations and it has two parts; basic training and aircraft type rating training. The basic training covers requirements for the issue of a Part 66 aircraft maintenance licence.
What is a Part 66 Licence?
EASA Part 66 – The European Aviation Safety Agency Implementing Rule (IR) Part 66 is the aviation regulation which defines the conditions by which a maintenance engineer is able to gain (through a company approval) authorisation to work on, certify and release an aircraft into service after a maintenance operation.
What types of Organisation does EASA Part 21 apply to?
EASA Part 21 – Design, Certification and Production. Part 21 regulates the approval of aircraft design and production organisations and the certification of aircraft Products, Parts and Appliances.
Who is not required to comply with EASA Part 147?
Personnel working at/for organisations approved in accordance with EASA Part-147 are not listed in paragraph 6 of article 4, therefore such organisations are not required to implement mandatory/voluntary reporting systems according to Regulation (EU) No 376/2014.
Can a part 147 organisation provide aircraft training?
Only a Part-147 organisation has the privilege (if approved by its competent authority) to provide aircraft type training courses. This comprises both the theoretical and practical element of the aircraft type training, including the related examinations and assessments.
Are there any courses outside the scope of Part 147?
Part-147 approved organisations can also give courses outside the scope of Part-66. Can these courses be certified? (e.g. continuation training for the purpose of the certifying staff privileges as required by 145.A.35, task training, NDT, engine run, HF, SMS, etc.)
Can a part 147 organisation issue a certificate of recognition?
This means that the practical element of the aircraft type training shall be completed in a Part-147 organisation. However, the aircraft type training may be conducted physically in a Part-145 organisation under the control (and as a part of the approval) of a Part-147 organisation issuing the Certificate of Recognition.
